    Downloads
    You will need 2 things
    Foobar2000 - http://www.foobar2000.org/download
    or VLC - http://get.videolan.org/vlc/2.2.4/win32/vlc-2.2.4-win32.exe

Virtual Audio Cable - http://software.muzychenko.net/trials/vac415.zip (Trial version so has a voice thing every few seconds not gonna show how to bypass that)

    Installations
Open vac415.zip and extract all files to a folder on your desktop.
Run "setup.exe" for 32bit pcs or "setup64.exe" for 64bit pcs.
    Next run "foobar2000_v1.3.14.exe"
Or if you choose VLC run "vlc-2.2.4-win32.exe"
Not gonna go into details for either of those you should know how to install a program

    Setup
    Run "Control Panel"
Make sure "Cables" is set to 2
    [IMG]
Click the "Set" button and you may need to restart.
Next you should open up "Audio Repeater (MME)" not (KS) and open 2 windows.
Copy my settings but "Logitech G430 Gaming Headset" should be your microphone and click the "Start" button.

    Foobar2000
Now minimize those 2 windows and open Foobar2000
    [IMG]
    Go into File > Preferences
    [IMG]
Go to Playback > Output and under "Device" change it to Line 1, Click "Apply" and "OK"

    Or VLC (By Mewthree)
Alright so for VLC, all you gotta do is go to the audio tab, select audio device and press whatever line you are using.
Then to open a video from YouTube, click on media, go to open network stream and paste the URL.

    Changing Mic Source
Goto Steam > Setting > Voice and click "Change Device"
Select "Line 2" and click "Set Default" now click apply and ok.
Then click "Ok, I'm finished changing settings"
Now launch gmod and click options Voice > "test microphone" and play a song if you hear it, it works

    Playing Music
All you have to do is play music in foobar2000 or VLCand hold down mic button and the music will play.
And since your fowarded your mic and Foobar2000(or VLC) to line 2 you can talk and play music

    Optional Things
    (Recommended)
    Foobar2000 YouTube plugin - http://fy.3dyd.com/download/
    Installation tutorial for above -
    http://wiki.hydrogenaud.io/index.php?title=Foobar2000:How_to_install_a_component

    Mic toggle for gmod.
Goto "C:\Program Files (x86)\Steam\steamapps\common\GarrysMod\garrysmod\cfg" and put
    Code:
alias voiceon "+voicerecord; alias voice voiceoff"
alias voiceoff "-voicerecord; alias voice voiceon"
    alias voice voiceon
    bind i voice
in your autoexec.cfg replace i with the key you want to use.
The key you choose will now toggle your mic

I also recommend putting "voice_loopback 1" in console before mic spamming so you hear what everyone else does.

*Disclaimer* I am not encouraging mic spamming this is just a tutorial *Disclaimer*

I was going to make this guide sometime during the weekend, but you beat me to it.

A few things I would suggest is using VLC instead of foobar. I tried using foobar but I didn't like it much. I also found VLC is easier to use. Also, you don't need to set up a toggle for your voice. If you type +voicerecord in console, it works just as well and you don't need to go through your garry's mod folder so it saves some time. Two lines isn't necessary either. I only use one line and set it so line 1 is the wave input and the wave output is my speakers. Idk if your way makes it so people can talk during it, but mine restricts you from talking, which I'm fine with since I just talk to friends in Discord when I'm using this.

1st I saw you say you might make one in the chatbox so I made one.
2nd all tutorials I saw say use foobar2000 and I don't know how to play youtube videos and change output of VLC
3rd with this music goes to line 1 and Microphone is your voice and both goto line 2 which is the game input. You could use line 1 for music and forward your mic to it.
4th I just have music to line 1 and line 1 as mic since I don't use voice chat. so I don't need audio repeater.

It's not hard, I'll add to this guide later on if you don't mind.
Yeah that's what I do too, but I do use a repeater so that I could hear whatever I am playing.

I just use "voice_loopback 1" so I hear the same way other players hear it incase of lag or bad quality.

Then to open a video from YouTube, click on media, go to open network stream and paste the URL. This doesn't work for me and it could be just because my VLC is screwed up, but it might be a problem for others too.

Update: virtual audio cable is overly complicated for no reason, but I found http://www.vb-audio.com/Cable/index.htm#DownloadCable which works just as good so here's how to use that.
    1. Go to http://www.vb-audio.com/Cable/index.htm#DownloadCable and click the orange download button.
    2. Inside the zip you have lots of files, make a folder on desktop, downloads, or wherever you want.
    3. Inside you should have 2 exes VBCABLE_Setup.exe, VBCABLE_Setup_x64.exe.
    4. Run VBCABLE_Setup.exe on 32bit computers and VBCABLE_Setup_x64.exe on 64bit computers.
    5. Then the cable should be installed, you may have to restart
    6. Now got to foobar2000 or vlc
Go to preferences[IMG] then find output and select CABLE Input then click apply and ok[IMG]
For VLC all you do is this[IMG]
    7. Then on steam go to settings > change device > [IMG] > set default > ok > then click Ok, im finished changing settings on the steam window and your mic should change.
